I created a VBScript that is injected on the machine prior to vboot with it's IP Address. We modified startnet.cmd in the PE image to look for the vbscript and run it. If it was not detected then it goes ahead and uses dhcp.

I would like to share my findings, for those who wants to deploy OS imaging script in environment without DHCP, you can try this steps:
1) Extract bootwim then you can edit the startnet.cmd (this file located in Windows -> System32 folder), add netsh command to configure the static IP.
2. You also need to change the core server name to IP. You can refer to this link on how to extract bootwim and change server name to IP, Error: "resolving core server name (%mycoreserver%)" when booting into WinPE
