This all depends on how your process looks and what privileges the users are being given. The answer is, yes, it can be done with the correct design.
However I wouldn't suggest that you assign a Request to an End User as this would not be ITIL practice. An assignment should only even be to an Analyst as End Users are your customers and should so only be the Raise User.
I would suggest that your Managers should be set up as Analysts instead.

You could create a new object named something like Approval Reassignment which is a collection on Request. Include a relationship to the User object.
Then update your process so that you have something similar to this:
When adding the assignment (arrow) to the process right click on the user attribute and use the Value Type option. Then select the user attribute you added to you Assign New Approver object.
There is probably a filter on the assignment object which limits the list returned on your system to analysts, The object designer is the place to look. I like Andrews approach though because it gives more structure than just assigning to potentially anyone
