You may want to open a support ticket up on this issue.. I say this because the Wavelink licensing message only comes up when you press enter to connect to a host. Delivering the config through active sync or mobile device center will not trigger the Wavelink alert on licensing..
Also when enter a license on the device you will need to pay close attention to the platform. for instance
TE client on the deivce: 7.3.200
Emulation type you are connecting with is 5250

Thanks for the reply. I actually worked with tech support and they said it's a known issue with the MC9200 where it gets sent in to the repair center and they do something to it during the repair that changes the serial number or something like that, and that makes it unrecognizable to Wavelink when you try to open TelnetCE. So to Wavelink it doesn't look like a licensed device. They said they're working on it and in the meantime they just gave me a license to enter on the scan gun.
