Inventory uses the time that is set on the individual machine and vulnerability is database time. For example, if your core is set to UTC and a machine is in the eastern time zone and it does it's inventory scan at 8:00am EDT / 12:00pm UTC, it will appear as 8:00am. If your database is in the same time zone as your core, and the machine does a vulscan at 9:00am EDT / 1:00pm UTC, the time for the vulscan will appear as 1:00pm.

In that particular case it will be using your Core date and time. However, there are some strings that get populated from managed devices.
