I think that you haven´t licenses for LDMS 2016. Please check this in the Activation view and then Licenses.
If there are no LDMS 2016 licenses visible, then you don´t have one.
In this case you have to contact LANDESK to get the needed licenses.
Yes I think you are correct, at least with regard to version. I've now found the Patch Manager Customer Group and the referenced (lower) version number (9.6 vs. latest 10.0.0.271).
