What version of LDMS are you running? Is you laptop running a UEFI bios?

What version WinPE are you running? Anyway, try the drivers from Intel directly. Download the 32 bit drivers here:
Extract the file and look in the PRO1000 map. Remember that the 62 in the driver name stands for the NDIS version. 62 is NDIS 6.2 which is for Windows 7. Your WinPE might be based on Win8 or Win8.1 which means you might need the higher NDIS version. In case of doubt, just add all E1D6x.sys files and let PE sort it out.

Kind of the correct answer but you definitely got me on the right track. I downloaded the 64 bit version of the drivers you listed and that worked. I first attempted the 32 bit but noticed they didn't show up in the dialog when PE was loading but there were some 64bit drivers loading left over from my early testing so I loaded the 64 bit version of the NIC drivers for Win8.1 and that worked
