If you are downloading the patches with the default setting this will only download the detection logic into the database. The screenshot below shows the defaults which will place patches in the scan group in the console and will only download the repair package for the patch once it is found to be required in your environment.
We're not having issues with patches, we're having issues with drivers.

The first time it was run three .CAB files were downloaded and extracted (one each for Win 7, 8, and 10). The result of that cannot be seen in either the driver store or in the location where patches are downloaded.
The drivers should be in the HII driver location. Is this what you mean by not in the driver store?
Please check under \\corename\ldmain\landesk\files\drivers for the drivers.
Correct. They are not showing up in \\corename\ldmain\landesk\files\drivers. There's some older drivers from December of last year but nothing newer even though I've downloaded drivers for the indicated Optiplex model as well as some Latitude drivers.
