I sometimes see this when you run an MDM (or upgrade) one more time on the destination than you have on the source.

This error is a defect in Service Desk that we have logged as problem 5742 - "Test To Live fails because it does not disable unique indexes".
This issue has been fixed in the latest release 2016.1 of Service Desk.
You can follow the steps below to work around this error:
1. Open the Test database in SQL Server Management Studio, expand tables - md_attribute_type - Indexes. Double click on: "index$md_attribute_type$offset (Unique, Non-Clustered)"
2. Untick the "Unique" checkbox and click OK.
3. Run Test to Live. (Test to a back up of Live)
4. Open the index up again on both test and live and tick the "Unique" tick box again and click OK.
you have this message then your parameter database is on "Software deleted" not "Physical deleted"
SO you can delete a asset in console mode BUT in your SQL database, one field specifie ONLY that this objet is deleted and the reference line always exist
AND then you can't duplicate this entry ,it's normal
better is to rename object before to delete example:"to delete-serial numberxxx xxxx"
After you can recreate wihout issue
