Spend $20 on OS X Server. Then you can use Profile Manager to create .mobileconfig files that can include, among many other things, "scripts to run at login" (as well as logout). You can use LDMS to install these Profiles automatically. It's pretty easy.

However, rather than using OS X Server to deploy these, just use the "Mac configuration profile" part of Agent settings to deploy the .mobileconfig files you generate using Profile Manager.

There's also the "quick and dirty" way - Mac OS X: Creating a login hook - Apple Support (but it's nowhere near as powerful as what you can do with Profiles).
