that is a normal behavior. As you are member of the role Administrator the Design Mode in WebAccess is enabled by default. But you can change that by selecting the "Personalize Mode" in Web Access. Just have a look at my screenshot (it is from a German system, but the position of the two options are the same):
If you select the Personalize Mode, you are able to change options without affecting all other users. This is valid for all members of the Role Administrator.

That did the trick.
Just one more question. When users (admin or not admin) place a filter on category, when they refresh their page, the filters goes blank. I believe recall that before this filter maintained. This is also occuriing with my user.
Any ideias how I can get the category to "stay put" even with a refresh of the page?
