So are you saying there is no way that I can use time group component or even just time component and get a distinct count of tickets with that have the specific log activity I am looking for?
Does it have to be in a Time Component/Time Group Component? Are you trying to show the distinct count for each period over a timeframe? Or are you okay with just looking at the total distinct ticket count for a specific timeframe?

Okay, that's trickier because of how the Time Component works.
If you just wanted the total for a single date range, for example, how many incidents per group had a Log Comment entered last month, you could use a Subquery Filter to limit the results to 1 record per ticket and get the correct totals easily.
But, wanting to show the results over multiple time periods is more complicated. In your scenario, the same ticket could appear in multiple time periods if it had log activity during multiple time periods. So, on order for the same ticket to be included in each time period, we need the resulting data that is grouped into the time periods to include a record for each ticket for each time period where it should be counted. I typically solve this type of requirement with a "calendar table" added to the relevant database and then map that table into the data model. This is a bit of work and subject to complications like time zones and daylight savings adjustments (especially if you need to account multiple time zones).
