When you design new object and configuration for your system, you MUST use a User with culture set to the installation language.

In this case, if you installed your environment in US-en, so  SA must have US-en culture set.

That's weird because if you want to do any work with design transfer and newly created modules, your account must have culture set to null.  So there is a bit of a conflict there.
