Were you able to find a way of reporting against re-opened requests? Please share anything you deem useful here.

you can create a new boolean on the request object called "Is reopened", set the Default to false and configure a scheduled calculation like this:
static def GetAttributeValue(Request):
Value = false
if Request.ReOpens.Count >0:
This should set the flag to true, where the "Reopens" Collection is not empty. Then create a scheduled task which runs daily or hourly that checks all requests with this calculation.
Finally you can built your Report on this flag.
