As of MacOS 10.12 Sierra Apple has changed how the hdiutil program works when capturing images. As of 2016.3 SU2 we do not yet have a fix for this issue yet. At this time the Capture Image action is the only affected action. This is listed in the known issues section of the Sierra support document. (Announcing Support for MacOS Sierra 10.12 )
In the mean time you can build an NBI using El Capitan to capture your Sierra images, also many customers have success using the program AutoDMG to build a thin image for deployment. The version of the NBI does not affect which OS you can capture or deploy.

You're right on the first part, as I've just finished capturing a Sierra machine using an El Capitan NBI However, deploying a Sierra image to a newer macbook model that is unsupported on an older NBI will fail. (Haven't tested modifying the xml to trick it bring "supported") Just had this issue with the new 2016 Macbook Pros we're slowly getting in stock. Essentially I have two nbi's in the interim - one for capturing (El Capitan) and one for deploying (Sierra) - until hdiutil gets rectified.
