Unfortunately the provided solution did not work.
I have changed the "Assign to me" properties on "Propagate action to children" to true (also tried "inherit").
I then created a new incident (parent) and attached an already created incident (child) and used the "Assign to me" action. The parent incident was assigned as working previously, but the aggregated child was not.
Any further ideas?
I haven't got any more suggestions. Maybe someone else will know what needs doing.

Make sure it is set at Object Level too in Business Object Designer.
ie right-click the collection on the top level object (Incident for Example) and select "Manage Actions". Set the propagate checkbox here. Then use the checkbox on the process actions to have finer control on where/when you want propagation to work and not.
