You're probably looking for the winscan.dll file that can be placed in the installation directory of TelnetWin. I don't know if I'm authorized to provide it directly but Wavelink Support may be able to help you out.

I've attached the WinScan.dll. Put this file directly into the installation directory of TelnetWin on your PC and then restart the TE client.
Removing winscan.dll as it was delivered..
