I'm not sure if what you want really works this way. I take it, that you want to modify the notification method attribute of all End Users using a Bulk Action in Workspace?
Any bulk action requires a process and actions in the business object, on that the action is being carried out. As per default, the User object is not process enabled and there is no process available. Therefore your error message is obviously correct, because there is no action and no process.
What I prefer personally to enable, modify or disable the users notification option, is to use a SQL query. That should look something like this:
UPDATE tps_user SET tps_notify_method = 2 WHERE tps_user_type_guid = '4D7FB1E3-15DC-4923-BCFE-B12F47C5B0B0'
That statement will update all End Users and set the notify method to external. You can modify the statement to fit your needs.
