I have the same problem but also with Windows 7 boxes. Has this been resolved? What was the solution?

You're looking at the wrong logs, I'd argue.
PolicySync only covers the bit about "have I found any new policies / I am downloading what I need to do" stuff.
The actual execution of the task(s) is covered in a task specific SDCLIENT log (so will be called something like "sdclient_task869.log" where "869" is the task ID).
The SDCLIENT logs in question are stored here -- "C:\Program Files (x86)\LANDesk\LDClient\Data\" on your relevant clients.
Those logs should show you something of interest.
- Read the logs from the bottom up (you don't care about "what went right" after all)
- You may want to enable debug logging -- How to enable Xtrace Diagnostic Logging
