Does the error occur if you log in with a different user account? Only reason I ask is because it looks like you are using the local Administrator account. Does that account have access to the Management Suite?
I do see this exact error if I click on something that I am not licensed or have access for. For example, there is a "Noticeboard Administration" section which, as far as I know, is not part of the LDMS Workspaces functionality even though it is there.
As LANDeskWizrd said, You need to ensure that the account you are using does have privileges and access to the management suite. and if it does already, Make sure to login to the console with the account at least once. I had the same exact issue and that solved my problem.
This is a problem that Ivanti support is trying to address.
1.Create your blank database.
2. Create the my.framework
3. Leave the login as Explicit only
4. Select the option to Upgrade the database. ******* THE CONNECTION WILL FAIL IF THE DATABASE IS NOT UPGRADED *********
5. After the successful update Change the bridgeit and framework to Token Only.
The original document makes you think that the DB, since its new, does not have to be upgraded.

I just ran into this with one of my customers as well and deleting/rebuilding both of the apps seemed to do the trick.
Let me ask, BryanNG, when did this issue occur? What version are you on, and did you perform an in place upgrade to a certain SU when the issue started?
