I've not come accross this issue before, but after a quick look over build numbers, I think this is where it may be going wrong. When you're amending the condition to add the 'greater to or equal to' for 'Build Number', it then asks you to enter a build number and gives an example of 10240. I believe 1607 may be the version as opposed to the build number, please see this site - Windows 10 release information - current branch, build history
I believe the correct build number for Win10 1607 would be 14393, here we see the previously mentioned reference of 10240 as being 1507 also.
If this proves to be of no use, I think it'd be worth you raising a Support Ticket against this.
Thanks for that article! I think changing that condition will do it. You have to love all the ways MS refers to their version/build/OS. :-)
