It has been seen to be a routing issue before, but you mention that may have been ruled out.
Another reason for this issue was determined to be an unnecessary Proxy Setting in IE.
Do those clients have proxy setup in IE?
And if so, are they set to bypass proxy for local addresses? And configured to bypass proxy to go to the gateway? (Which you can only do if you are not automatically detecting the proxy. Otherwise, you will have to work with the Proxy adminstrator and have them watch the connections come in and change whatever they need to change to make you connections work).
It could be a new reason, but hopefully that is something to go on.

You were correct, it was related to the IE proxy settigs. The consoles that didn't work were using an auto configuration script, whereas the ones that did work were using a proxy with exceptions.
I've change the remote control viewer to always use a proxy server rather than get its settings from IE.
