In addition to killing any vulscan, msiexec, and sdclient processes, Try stopping the Policy invkoler service as well. You can check the ldclient\data directory and see if there are any logs stamped with the current time. My guess is that you have an orphaned policy that is continually trying to excecute.
I've recently seen something like this with 8.8. Users complaing that that portal is constantly refreshing. To me this means that either it is downloading new xml files or a job is running. After diggging around it seems that some jobs are getting stuck in processing, they just keep running no matter what. If you query the local db with:
Select * from portaltaskinformation where status = "Processing"
You will see the jobs that are processing. As a workaround, use any sqlite tool (I prefer Sqlite Database Browser - small fast and works), and change the Status field of the record to Complete in the portaltaskinformation table.
I'm wondering if this is the same issue you have.
First this problem happens usually using push deployments, not policies.
Also i have tried ending all those tasks you have mentioned. Sometimes it works, but most times it doesn't.
So when it does not work you may have a stuck policy. See query in my post to see if there are any "processing" policies.
I don't understand why that would be happening when I am not using the portal at all. Only push deployment.
All i know is when i restart the machine once or twice it will start working properly for running the scheduled task

I'm assuming you are running 8.8 ish since you did not post what verion/sp. This is sqlite db on the local workstation
