What filtering criteria were you using in your 10.11 Distribution Group?
This turned out to be an expected result of the upgrade.
Admin has a 10.11 Apple accepted section and the client does not yet...so all Apple OS patches erroneously show up in the Apple 10.11 Accepted section, but do not push due to their internal assignments to other OSX versions.
