If you are an Active Directory shop I would USE GPOs for this, if not then a reoccurring PSP or custom vulnerability will do the trick. Also make sure that under scheduled task | Schedule Task | Schedule These Devices | is set to all. Also if you just change the graphic and keep the same name it may simplify things.
Thanks for the suggestion, even though we are an AD shop. The powers that be do not want to use AD-GPO. Please excuse me but I am not a LD guru, kinda self-taught thru necessity.
I understood what you meant by custom vulnerability and using patch management, but an not sure how to develop the vulnerability. Would you base it on the date of the file? Also, I am planning on using the same file name and over writing the existing one based on the date of the file. Unless you have a better way.

LD guru is an oxymoron
So I would use the date of the file since there is no versioning of graphics. The wallpaper registry entries are in HKCU so using a custom vuln may be a little tricky, so file date may be a little easier. Also, if the file is in a location that the user can modify I would mark it +R. The vulnerability would catch it if the user changes it, but this will keep them from changing it on the spot.
