Did you ever find out why this is happening. I am seeing the same thing with our knowledge system.
This issue was resolved indirectly by upgrading from 7.25 to 7.3. Relevance is now what I expected. I wish I knew something more specific, if simply for my own edification.

I can't find a specific Problem number or Change Request for this Problem but I know there were some changes made to Knowledge for the 7.3 release so I suspect this problem was fixed at that point.
I am still getting the same issue on 7.3. Any possible solution?
