Have you tried creating a generic field to pass the information through to a field in the service request object so it is accessible in the approval vote tracking object?
Yes, but in general it isn't great because it would apply to all requests (you'd have to populate the field with all parameters using a business rule), and if you do that you'd have to be able to parse the field for the specific parameter value you need. There is a KB article that describes this approach, but I haven't figured out how to pull just the value I need from that field.
Seems like there should be a way to use relationships to allow the Approval Vote Tracking object to see the children of Request.

Try using the function GetSRPValue. This syntax allowed me to put the text of the RO parameter with a unique id of "text_1" in the voting email:
I created a new 'send email' QA on the FRS_ ApprovalVoteTracking BO that included the expression above, then referenced the QA in the 'on creation' setting in the 'notifications/actions' area of the 'get approval' block in the workflow.
just to say on this, you can also use
Where Requester is the Unique ID of the parameter field.
