I do not think it is possible as the workflow runs once the SR has been generated and saved. You might be able to trigger the Delete quick action from your workflow that would delete the SR, or run an update block to shutdown the SR. You can prevent any creation emails going out easily enough as well.

I have been able to do this. You need to do 2 things
1) have a workflow send the "Your service request logged" notification (if you're using one) wait a min after insert
2) Create a Boolean field on the ServiceReq business object called "IsPerishable" (then make the above workflow NOT send the email if it's a perishable SR)
3) As Alasdair has said, create quickactions to clean up as part of the workflow after you're done.
