Unfortunately this is a known issue with the product, Problem 3299. if you raise an incident with Support they can get it attached to the Problem record to have it re-prioritised and kept informed of its progress.
The workaround is to edit the Appearance property of the date column.
Set to truncate to 10 characters with left justification.
What a brilliant work-around. Can't believe none of us thought of that before!

Came across this post searching for a similar problem. I have a query which i trunctaed and it displays correctly in Console. However, when the query is used in Portal, it reverts to Date and Time.
Any Ideas anyone?
I am also running to problems with this in the service portal. The truncate work-around displays correctly in the console but the portal still displays both date and time in v.7.3.1
