the Reinitialize Action only works within the same module.
To create a process in a different module you have to use a create Action from the corresponding linking business object, for example create incident or create request.

Yes it isn't a true process and you can only (which makes sense) use attributes on the opening form that are on the top-level "Process" object and you cant use templates with the shortcuts but otherwise does the job IMHO.
Yes, this could be an option if you don't need a process, and in many situations I agree this is just enough. In my case I need to allow some actions, such as adding notes and attachments, before deciding what process to switch to, and this requires a process for the Call itself, not only a form for data entry. Eventually I ended up using a create related object to open a new Incident/Request before closing the Call. Obviously this complicates things a bit, since I have to copy these objects, notes and attachments, from the call process to the destination process after switching, but I didn't find another way.
Yes notes would be a problem (unusual to want to do this so soon after logging and before you've picked a process though!) and of course though these days having a multi-attachment attribute on the main form would solve the attachments use-case in the Triage "process".
