We jumped straight to 2017.1, but we can set default values on reference lists by following the steps bellow:
1. Launch Object Manager
2) Select the attribute from the respective module and business object, in this case it was a new reference list we created called 'Preferred Contact Method' under Incident Management
3) Find the 'Default value' property and select your default choice

Thank you for the info. Below is a screenshot of my reference list for Change Management.
I had to look a bit as I first went to reference list object through Object Manager->Change Management->Change Type->Change Type but couldn't set a Default value - there was no dropdown. Then I went to Object Manager->Change Management->Change Detail Type->Change Detail Type and again had nothing there either. Next I went to Object Manager->Change Management->Change Detail->Change Detail Type and had a drop down with the values shown in the screenshot. Then I looked at Object Manager->Change Management->Change->Change Type and found my drop down and was able to choose Normal. It became for me one of those relational things: Change Detail is to Change Detail Type as Change is to Change Type
