I found an archived case with the same error message.  The solution was to update the certificate.  Try the steps below:

          1. Run mmc.exe, browse and double click on the Web Hosting Certification folder

          2. There should be a certificate there, right click on it and Select All tasks > Export

          3. Select Yes export the private key and go through the next steps, at a point you will be asked to enter a password. Add one to your liking and procceed to save on a desired directory.

          4. Open a new mmc.exe instance and select File > Add or remove Snap-ins.

          5. Select Certificates and click Add, select Computer account and proccedd to select the certificate that you just exported. At a point you will be asked to enter the password that you have previously set.

          6. Repeat step 5 but this time select My user account instead.

          7. Open configuration center.

          Thanks,

Could you try below? It should fix this issue.

            1) Access IIS Manager

            2) Highlight Sites

            3) Click on Default Web Site

            4) With Actions, click on Bindings

            5) Within the Window, double click on port 443 and set the SSL Certificate down to be LANDESK Secure Token Server
