Licensing is usually named user so it doesn't matter how many devices you have. The license is also on/off with no limits so when you hit 501 nothing will happen.
So basically although we have a license for 500 users we can exceed that and we don't lose any functionality?

Named user meaning every user using the software needs a license vs concurrent being how many people are currently using the software. Normally when buying your asked how many users your company has and you license to that. Again you can have a license for one user and have 500 people using it without anything "going down".
