Depending on the version you are using, setting an email override with cause this sort of behavior.
That is done to show you who the email(s) should have gone to, even though that value was overridden to send to a single address.
This was changed around 2016.2.
With 2017, this doesn't happen and the top information isn't altered like it would have previously done when using an override.
