Can you try to re-state what you're trying to achieve?
There is an option when I right click on a workstation that is called Inspect, within that option there is an Action called Remote control, which will allow me to remote into a system that hasn't been inventoried. Trying to find which permission needs to be enabled within a Role to make that option available within another Role besides the Administrator role
You can always just call ISSCNTR.EXE (the remote control viewer tool) and either feed it the IP / DNS-name of the device (either as command line parameters, or enter it once the tool is up).
If you have got HTML remote control, you can jsut open up a browser & enter the host-name / IP-address at port 4343 ... so you can call those things "independently" (they don't REQUIRE you to be in the console).

We've tried the HTML remote control, it doesn't work, but within this Inspect option it'll work when the other methods wont
That "Remote Control" button isn't calling HTML5 remote control, it's calling ISSCNTR.EXE -- so there's nothing magical happening there.
You can just feed it the relevant Hostname/IP as a command-line parameter (essentially the same process as documented here -- How to use LANDESK remote control to view a computer in WinPE provisioning -- except rather than filling things out in the window, you feed it a command-line parameter as the hosname/IP ).
.So basically - call ISSCNTR with the /A parameter (for other command-line switches, see here -- Self Contained RC Viewer and RC Switches ).
