I've seen this a few times now where the cca fails to install the agents due to missing c++ runtimes on the endpoint. Installing the runtimes manually resolves the issue.
Thank you for your reply, all agents, configurations (10.1) and pre-reqs c++ runtimes are installed prior to the in-place upgrade to Windows 10, we've opened a support ticket with Ivanti on the issue. Reaching out to the community as well just in case any one has seen this issue.
Majority of our endpoints are laptops and desktops.

Art.Rizo Not sure if you ever found a resolution, but you might be experiencing something similar to this: Deployment / Communications Agent (CCA) fails to start following in-place upgrade to Windows 10
You might need to adjust your SCCM sequence to uninstall the agent(s) prior to upgrading to Win10 and then reinstall after the upgrade is complete.
