The error simply means the system was attempting to find one match in the database and found more than one. This could be in any of the key fields or related object defined in the import. That being the case, I would recommend you open a case with support to evaluate it further. Please be sure to include screenshots of your LDAP settings pages and the preview window for a sample record. This will help support be able to evaluate the situation quickly.
Also experiencing the same issue on one of my customer's system. I have logged an Incident with Support but it was sent to Development as the Support analyst could not determine the root cause of this issue. As Jonathan recommended, you will probably have to log a call with Support too.
Please let me know if you have some positive feedback from Support regarding this issue.
I also experience the same response as yours. They send it to the development as they could not figure out the root cause and solution.

I haven't been able to resolve this issue yet. You could try to import the users via data import as a workaround for now.
