Your response is well appreciated. Unfortunately we still do not have an answer to this issue. The support team would usually class issues of this nature as design related and quickly close such incidents without a resolution. Additionally, members of the support team are also members of the community, so I am hoping that willing participants with the right answer would respond.
Have you considered creating a structured sub menu system to contain these, its the fastest way of categorising and finding templates for analysts...I will get you a picture in a few minutes once I have reconfigured my system.
All the entries in my case are actually a large list containing sub menus. I used repeated entries as sample data to present my concern. If you have enough sub menus, you would still end up with this problem.
The problem is, if you have to apply scrolling, how do I implement my design to provide my users/customers a decent experience.
Unless you can break the list into smaller parts there will be scrolling.

The question is not how to prevent scrolling, but how to prevent scroll buttons, and implement scrollbars instead as the mechanism for navigating the scroll/dropdown list. ISM by default has scroll buttons, we are interested in scroll bars. Please see the difference in the image below:

It is not possible to replace the scroll buttons with scroll bars within the menu bars with any of the controls I have found, You could either raise a ticket with Ivanti or your partner organisation, alternatively I would raise an suggestion on the ideas portal which can be voted on and is visible to the product management team:

If you chose to, please feel free to raise this per your recommendation. This community is the farthest I will go. I will not take this to support, because I have heard enough of everything branded as design, and untouchable. I have seen tickets die even before they are created on contacting support, all in the name of design.
Anyone else who sees this should please feel free to recommend any ideas. It just does not make sense for any organization to intentionally go against well established design norms, even with knowledge of its impact.
I wander what Ivanti will have to do when presented with concerns over the possible violation of the American Disability Act (ADA) as it relates to the visually impaired. At least I can pass all blame and liabilities to Ivanti should it arise, and use this thread as proof of best attempt to address this issue.

I had this thread brought to my attention and upon investigating the behavior, it is something that I will discuss with our Engineering team. As noted in an earlier comment, the Community is a great place for users of all types to collaborate and share ideas, however, the Community is not actively monitored by product management for enhancement requests or support issues.
For enhancement requests or design ideas, we have implemented User Voice which allows users to post product suggestions and/or vote on suggestions others have made. User Voice for Service Manager can be found here:

Please review to ensure it is consistent with the behavior desired (I believe it is), and if so, please vote on it accordingly.
