I am not sure it is possible in a table dashboard part , you could try using a pivot table and summing up the time field against individuals.
That might work as well.
Basically the Manager wants to be able to filter down to a date range, see all the Tasks that his team had been assigned as part of an "on Call" Incident, and how long it took them.
I have been able to get the date range, and to only see Tasks tied to what we labelled as "on call".
I just can't get the Time field. I'm not seeing it as an option.

The field "ActualEffort" stores this value.

Many times you need to trace things backwards.
So in this case, you need to examine the action that runs when you click on the complete button.
You will see its actually filling in the ActualEffort field in Task. You can build a pivot table using that field. This would be a good candidate for Analytic Metrics as well. You can build a saved search to only show 'On Call' items and then use that for the metric (as one is required).
