So - there's a remote Windows Console that you can install on any device. That's "mainly" the same console as you get on the Core, except a few things are missing (no "Configure Services" option for one, as that's an intentional "Core/Local only" option).
And/or there's the web console.
Both will display (/not display) things to "User X" based on what you defined for that user in ROLE BASED ADMINISTRATION (i.e. the "WHAT can I see" and the "WHAT can I *DO* to it" questions).
You'll get the option to install the console by running the main EPM installer on a system and chosing the "Install Console" option (keep in mind you *WILL* need to install major service packs (i.e. "2017.3") and service updates (i.e. "SU 3") to MIRROR the version you have on your Core Server!
