I don't see a question here, so I assume the question is "Why is this record list of problem tickets empty, since I definitely have problem tickets in my database?"
Is your Service Desk installation in English or a different language?
Is the problem just with Problems? Are you able to see Incidents? Change?
In the Report Designer (the 4th icon on the far left), try running the following query to see how many rows are returned:
SELECT COUNT(*) FROM DBO.PR_PROBLEM
If the above query returns 0, then you have no problems in the database. If the query returns a number greater than 0, I would probably suggest opening a support ticket to look further into the problem.
