What does the event viewer in the client machine say ?
I saw this error the other day. What eneded up hapening is that there was an XML file missing on the core server for a task that was targeted to the device. We actually fixed 1/2 of the problem in SP3. It used to be that Policy;Sync would fail. Now it appears that we have an issue with this in policy invoker.
Here is what you'll probablly see in the policy.sync.log:

Note the http://127.0.0.1:9592/landesk/files/.
There is a . where the file name should be.
You'll have to find the task that is causing this issue. The easiest way is to look in the database. This query should give you the task name.
Select count (*) from ld_task
Where Remote_Object_Name not like ‘%xml’
Or Remote_Object_Name is not NULL
Just delete the task, or restart the task (which will re-generate the missing xml file).
