in the tps.config file, I believe there is a line that is added to send notifications to to the user only (Which you need to remove or set it to false). The below screenshot explains this point:

Try to remove the line completely and do IIS reset That's what I usually do.

This is noted. Separately, sending a notification to the user is working. Separately, sending a notification to the group is working. And together it does not work for some reason.
I will do the calculations for these fields to fill either one or the other, depending on the conditions.
so if it doesn't work the way described above, you can always use a second notification similar to the first. The first one goes to the user, the second one to the Group. I'm pretty sure, this will work anyways.
