What appears in the Most Popular area is controlled by a database field (UsageCount) in the table that contains the Service Request Offering definitions (ServiceReqTemplate). If you are really intent on manipulating the system to present these right away instead of letting the intelligence populate them as the counts grow, you could manipulate those values to be higher for those that you want displayed. I'm not certain on the exact logic that creates the break point so you'd need to experiment some with it in a staging or development environment prior to doing anything to your prod tenant. Please note, this is not recommended by support as SQL changes do carry risk of unintended side effects if other tables/fields get modified via typo etc, so be sure to take a DB backup before trying this. It's our only fallback if something unexpected happens.
