Whether Windows uses WSCRIPT or CSCRIPT depends on the settings on that machine. To change the settings you can run:
wscript.exe //H:WScript or wscript.exe //H:CScript. The //H: command will tell it what you want to be used as the default utility. This change will be applied to both LANDesk and non-LANDesk scripts.
When I say LANDesk and non-LANDesk scripts, I really mean WSH scripts that are run from LANDesk distribution packages, and WSH scripts that are run independently of any LANDesk process.
