The main cause of this issue will be related to you not having the LDMS 9 level of access applied to your licensing, if there is another issue then this can be investigated also, after ruling out the licensing.
Thank you for your reply. I had to check the licence and are in order. My supplier recomended do clean Core Server Install. I don't like this.
Resolution: changed the \LANDesk\ManagementSuite\ldlogon\AgentBehaviors\defaults.txt to reference a different HIPS behavior.
