Quick update on this, I have this morning tested an XP unattended install and got exactly the same issue.
Anyone got any ideas why?
Please ensure that you have all your PXE Rep machine active, ensure that there are no PXE Reps offline, they all need to be contactable. Remove any that are inactive from the list in the core server console. Ensure and check that you update the PXE after making those adjustments.
If necessary please add a wait command into the provisioning to give it time to prepare for the next action before it getting sent.

The other thing of note here is that Windows 7 and its deployment is not supported in 8.8 SP3 at this time, this support is planned to be added in SP4.

I was on 9.5. sp1 this morning, and 9.6 sp1 now, OSD no longer works.
